
In a bid to prevent an incident from becoming a full-blown disaster, the Supreme Court has issued a directive to the state government to set up an Emergency Task Force (ETF) to deal effectively with all incidents involving law enforcement officials.
The ETF will be set up at the earliest.
The ETF team will also monitor every incident and ensure that it is not misused for political purposes.
A report was prepared by the ETF for the purpose of drafting a notification to enable the state to issue the order on December 31, 2018.
The report was sent to the chief secretary and the Home Minister on January 1, 2019, for their assent.
The order came into force on December 11, 2018, after a meeting of senior ministers.
The government had earlier asked the states to prepare their own Emergency Orders (EOs) and the states were told to submit them within two weeks.
However, the government changed its mind, stating that the state was in the process of preparing EOs and it would take at least four months for them to be ready.
